This paper examines a fundamental contradiction emerging within contemporary European welfare states, with particular reference to Poland. While long-term contributing citizens face systematic denial of basic healthcare entitlements — justified by institutional actors through fiscal insufficiency and structural underfunding of the national health insurance system (NFZ) — public resources are simultaneously allocated to the maintenance of individuals who have entered the country in violation of applicable immigration law. This paradox raises profound questions of distributive justice, social contract theory, and the existential legitimacy of state institutions toward their own citizenry. The paper argues that such asymmetry does not merely constitute a policy inconsistency, but represents a foundational breach of the implicit covenant between the state and those who have, through decades of fiscal contribution, earned an enforceable claim to social protection. The erosion of this covenant, when perceived as both deliberate and unaddressed by democratic accountability mechanisms, carries significant implications for social cohesion, civic trust, and the long-term sustainability of the welfare state model itself.
